  1. PUBLIC COMMENT: A period devoted to comments by the general public about those items appearing on the agenda. Comments will be limited to five (5) minutes per speaker. If any member of the Board wishes to extend the length of a presentation, this may be done by the Chairman or the Board by majority vote.
  1. ADOPTION OF THE NOVEMBER 16, 2017 AGENDA (for possible action)
  2. CONSENT AGENDA: Items for action to be considered by the Southern Nevada District Board of Health Public Health Advisory Board which may be enacted by one motion. Any item may be discussed separately per Board Member request before action. Any exceptions to the Consent Agenda must be stated prior to approval.
    1. APPROVE MINUTES/BOARD OF HEALTH MEETING:  October 26, 2017 (for possible action)
    2. PETITION #14-17: For possible action to approve Interlocal Agreement between the Nevada Department of Health and Human Services, Division of Child and Family Services, and the Southern Nevada Health District. The agreement allows Environmental Health Specialists to provide culinary training at Summit View Youth Center for youth aged 18 and over, culminating in a certificate of completion and ability to obtain the Food Handler Safety training card. The agreement is for three years at the cost of 0.04 FTEs annually; direct staff accordingly or take other action as deemed necessary
    3. PETITION #22-17: For possible action to approve Interlocal Agreement between Clark County Department of Family Services and the Southern Nevada Health District. The agreement allows Environmental Health Specialists to provide a four-week food handler safety program to current and former Clark County Family Services, Step-Up program foster youth, aged 18-21, culminating in a certificate of completion and ability to obtain the Food Handler Safety training card. The agreement is for three years at the cost of 0.04 FTEs annually; direct staff accordingly or take other action as deemed necessary
    4. PETITION #32-17: For possible action to approve the First Amendment to the Interlocal Space Lease Agreement between Henderson City Hall and the Southern Nevada Health District to distribute Food Handler Cards. The Amendment extends the lease for a second year, January 1 – December 31, 2018. Funding for this interlocal Agreement renewal is in the FY18 Budget. Lease expense for the second year is $.85 per square foot or $3,516 per year (no change from year one); direct staff accordingly or take other action as deemed necessary
  3. PUBLIC HEARING / ACTION:  Members of the public are allowed to speak on Public Hearing / Action items after the Board’s discussion and prior to their vote.  Each speaker will be given five (5) minutes to address the Board on the pending topic.  No person may yield his or her time to another person.  In those situations where large groups of people desire to address the Board on the same matter, the Chair may request that those groups select only one or two speakers from the group to address the Board on behalf of the group.  Once the public hearing is closed, no additional public comment will be accepted.

    1. Consider/Adopt Variance Request to Operate a Public Bathing Place not in Compliance with the Nevada Administrative Code (NAC) 444.118, 444.128, and 444.130; Abode Red Rock Properties, LLC, dba The Abode at Red Rock, located at 9450 West Hacienda Ave., Las Vegas, Nevada 89148; [Assessor’s Parcel Number (APN) 163-30-616-002] for Health Permit PR0122736; Don Phillips, for the Owner(s), Adobe Red Rock Properties, LLC. The variance seeks approval to construct a wading pool not in accordance with NAC, which would allow the pool to be constructed with zero depth, beach style entry on one end. Staff is of the opinion that granting this variance will not pose a danger to the public health or safety and recommends approval with conditions; direct staff accordingly or take other action as deemed necessary (for possible action)
  4. REPORT / DISCUSSION / ACTION
    1. Receive and Discuss Feasibility of Establishing a Federally Qualified Health Center (FQHC) as part of Southern Nevada Health District. Proposed motion: “To support the furtherance of the District’s mission to provide low cost accessible care to needy populations and to discuss with North Las Vegas and other jurisdictions as appropriate, the establishment of Federally Qualified Health Center within those jurisdictions. Request that a final concrete proposal be brought back to the Board of Health after further financial and logistical plans are made.; direct staff accordingly or take other action as deemed necessary (for possible action) – Tabled from June 22, 2017
  5. BOARD REPORTS:  The Southern Nevada District Board of Health members may identify and comment on Health District related issues. Comments made by individual Board members during this portion of the agenda will not be acted upon by the Southern Nevada District Board of Health unless that subject is on the agenda and scheduled for action.
