Plan Review Application Process

New and Remodel Permits:

  1.  Initiate the Application Process
    Call (702) 759-1258 and our administrative staff will return your call within one business day.  You will receive detailed instructions and an application packet specific to your project type.
  2. Application Packet
    An application packet will be emailed to you along with instructions.  Please read and fill out the entire application packet to avoid delays in the permitting process.
  3. Plan Review 
    1. Electronic Submissions (Preferred)
      1. AppointmentAn appointment for review will be scheduled after staff confirms that your application packet is complete, with all necessary supporting documents, as specified in the Instructions for Submission.  An in-person appointment may be required at the discretion of the Health Authority.
        1. Upload Link – You will be provided with an upload link which will allow you to submit large files securely.
        2. The assigned inspector will contact you via phone call or email within 30 minutes after the start of the appointment time to review your plans.
        3. If the plans are accepted, field appointments will be scheduled as required.
    2. In-Person Submissions
      1. AppointmentIf you are unable to submit your application electronically, an in-person appointment will be scheduled.  Arrive fifteen minutes prior to the appointment time for check-in.  At this time, everyone entering the office must wear a face covering.
      2. Check In Provide all required documentation to our administrative staff who will review for completeness. Applicants that do not have all of the required documentation will be rescheduled and charged a missed appointment fee as specified in the EH Fee Schedule.For your safety, the waiting area is limited to no more than 5 people and the in-person meeting is limited to one person.  The  applicant must be prepared to answer questions related to construction and facility operation.To limit personal contact, the inspector will conduct a brief review of the scope of work in person.  The full review will be completed after the in-person meeting has concluded.  The inspector may call or email you for additional information that day
  4. Plan Status
    A signed report will be emailed to you providing information about the status of your plans, any needed corrections, and next steps.
  5. Fees
    1. An invoice will be provided to you for the permit and plan review fees as specified in the EH Fee Schedule.
    2. Payment is due upon receipt and may be made online at EH Invoice.
    3. Fees are non-refundable; therefore, it is highly recommended that you apply for state and local business license(s), building permits, planning and zoning, and research other applicable jurisdictional requirements prior to applying for a health permit.
  6. Rescheduling/Cancellations
    Failure to notify SNHD staff prior to your appointment time of a cancellation will result in a missed appointment fee.  Failure to arrive on-time with all required documentation as specified in the Instructions for Submission will result in a cancellation of your appointment with a missed appointment fee as specified in the EH Fee Schedule.
  7. Field Inspections
    After your plans are approved, you must contact your inspector 2-3 weeks in advance to schedule any required  field inspections.  Permit approval will be granted if all minimum requirements are met; therefore, it is recommended that you review the applicable regulation(s) which can be found on the Permits & Regulations website.  Expedited inspections are subject to additional fees, based on staff availability and are not guaranteed.Social distancing requirements for field inspections must be adhered to and include no more than 2 facility representatives at the inspection, physical distancing of at least 6 feet between people, use of face coverings, and excluding individuals who display symptoms of illness from the premises.

Change of Permit Holder Applicants:

  1. Initiate the Application Process
    Call (702) 759-1258 and our administrative staff will return your call, in the order in which it was received, within one business day.  You will receive detailed instructions and an application packet specific to your permit type.
  2. Application Packet
    An application packet will be emailed to you along with instructions.  Please read and fill out the entire application packet to avoid delays in the permitting process.
  3. Fees
    1. An invoice will be provided to you for the permit and plan review fees as specified in the EH Fee Schedule.
    2. The application packet will not be processed until all fees are paid.
    3. Payment is due upon receipt and may be made online at EH Invoice. Failure to pay the invoice upon receipt may result in a closure of the facility.
    4. Fees are non-refundable;
    5. New owners who fail to apply for a health permit within the first 30 days of taking over an operation will be subject to late fees.
  4. Field Inspection
    An inspector will contact you to schedule a final permitting inspection.  Permit approval will be granted if all minimum requirements are met; therefore, it is recommended that you review the applicable regulation(s) which can be found on the Permits & Regulations website.  Food Facilities must pass an inspection with 10 demerits or less and the Person in Charge must be able to demonstrate food safety knowledge.Social distancing requirements for field inspections must be adhered to and include physical distancing of at least 6 feet between people, use of face coverings, and excluding individuals who display symptoms of illness from the premises.

A PERSON desiring to operate an establishment shall submit to the HEALTH AUTHORITY a written application for a health PERMIT on a form provided by the HEALTH AUTHORITY. The application shall be submitted prior the opening date or to the date of a change of ownership.
