Testing Process and Degree Equivalencies

Testing Process

After a recruitment closes, all applications are screened by Human Resources staff for minimum requirements.

Some positions may require supplemental questions to be completed. The supplemental questions are designed to give all applicants the same opportunity to fully explain their background as it relates to specific duties and to establish a rating format in order to identify the best qualified applicants.

Some positions will require written tests, and generally clerical positions require written, typing and skills tests, which will be provided by the Health District.

Only qualified applicants will proceed to an oral board examination and if a passing score is attained, they are placed on an eligibility list for a period of four months. During this time, Human Resources staff will utilize this list to fill positions within that classification.

The names of applicants with top scores or specialized skills will be certified to the various Health District divisions for interviews as needed. Once the interviews are completed, Human Resources staff will contact the interviewed candidates with the results.

Bachelor’s Degree Equivalency

Where a class specification requirement for a position may list “equivalent to a Bachelor’s degree…”, the following criteria will be used by the health district to determine whether candidates qualify for a position:

  • The applicant must have two years of college education towards a bachelor’s degree in one of the required fields of study. This is 60 semester hours (credits), with 32 hours in the required major area. The formula for converting quarterly credits to semester credits: number of quarterly credits multiplied by 2 then divided by 3 = semester credits (e.g. 123 *2 = 246/3 = 82 semester credits).
  • Experience may be substituted for education on a year-for-year basis to a maximum of two years. The experience must include a minimum of 85 percent (preponderance) of the duties described in the health district’s current applicable classification specification for that position.
  • If the applicant has a bachelor’s degree in a field outside the required field, 32 hours directly related to the field determined by a review of transcripts may be accepted as an equivalent.
  • All hours must be from an accredited school and the applicant/employee must provide a certified copy of a transcript.

EXAMPLE:

Minimum Requirement per Classification Specification:
Bachelor’s Degree and 3 years of experience.

Equivalent Education & Experience:
Associate’s Degree and 2 years of experience, plus the required 3 years of experience per the Classification Specification, for a total of five years of experience.

Master’s Degree Equivalency

Experience vs. Education: Definition of “Equivalent to a Masters degree,” in the training section of the Classification Specification means a minimum of a Bachelors degree from an accredited school in one of the required or related fields as specified in the Classification Specification, with a year for year substitution of experience for education, not to exceed two years (typically a Masters Degree can be acquired in two years assuming full-time study.) Related experience is to be defined as daily tasks over a year that equals no less than 85% of the work described in the classification specification.

EXAMPLE:

Minimum Requirement per Classification Specification:
Masters Degree and 3 years of experience.

Equivalent Education & Experience:
Bachelors Degree and 2 years of experience, plus the required 3 years of experience per the Classification Specification, for a total of five years of experience.
