Permitted Solid Waste Disposal Facilities include:

• Class I Landfills (Municipal Solid Waste (MSW))
• Class III Landfills (Industrial Waste)
• Composting Facilities
• Construction and Demolition Waste Short Term Storage Facilities
• Materials Recovery Facilities
• Public Waste Storage Bin Facilities
• Recycling Centers
• Transfer Stations
• Waste Tire Management Facilities
• Waste Asbestos Transport Permits

PDF program staff conduct inspections with varying frequencies each calendar year on all permitted disposal sites in Clark County. In addition, PDF staff investigates unpermitted solid waste handling facilities; follow up on rejected load reports and issue waste asbestos transport permits.

Class I Landfills (Municipal Solid Waste)
A Class I landfill is defined as “a disposal site which is comprised of at least one municipal solid waste landfill unit including all contiguous land and structures, other appurtenances and improvements on the land used for the disposal of solid waste; and is not a Class II or Class III site.”

There are three permitted Class I landfills in Clark County:

• Apex Landfill
• Boulder City Landfill
• Laughlin Landfill

Class III Landfills (Industrial Waste)
A Class III landfill is defined as “a disposal site which accepts only industrial solid waste.”

There are currently six Class III landfills permitted in Clark County:

• Southern Cal Edison
• Nellis Air Force Base
• Nevada Power Reid Gardner
• Southern Nevada Water Authority
• Timet
• Wells Cargo

Composting Facilities
A Composting Facility is defined as “a facility designed and operated to receive raw or waste organic by-products and transform the material through biological processes into biologically stable organic material.”

Clark County has one compost facility:

• Nevada Forest Products

Construction and Demolition Waste Short Term Storage Facilities
A Construction and Demolition Waste Short-term Storage Facility is defined as “a facility that provides for the storage of one or more trucks, trailers, and/or portable waste containers which are used for the collection of C&D solid waste for transport to a permanent disposal site.”

This is a new category of solid waste disposal facility and while there are no facilities currently permitted in the County some construction clean up companies have indicated an interest in operating such a facility.

Materials Recovery Facilities (MRF)
A materials recovery facility is defined as “a solid waste management facility that provides for the extraction from solid waste of recyclable materials, materials suitable for use as a fuel or soil amendment, or any combination of those materials. The term does not include:

1. A facility that receives only recyclable materials that have been separated at the source of waste generation if further processing of the materials generates less than 10 percent waste residue by weight on an annual average;
2. A salvage yard for the recovery of used motor vehicle parts;
3. A facility that receives, processes or stores only concrete, masonry waste, asphalt pavement, brick, uncontaminated soil or stone for the recovery of recyclable materials; and
4. A facility that recovers less than 10 percent by weight of the recyclable material from the solid waste received on an annual average.”

Currently there are four Materials Recovery Facilities permitted in the county:

• Liberty Salvage
• Lunas Construction Clean Up - Cartier
• Nevada Construction Clean Up
• Republic Services Gowan Facility
• Wolfe Drop Box

Public Waste Storage Bin Facilities
A Public Waste Storage Bin/Convenience Center is defined as “a facility that provides one or more portable waste containers which are used for the collection solid waste for transport to a solid waste disposal site. The term does not include residential or commercial waste containers that are located on or near a site of waste generation."

These facilities are currently managed by Republic Services of Southern Nevada for the rural areas. There are currently three Public Waste Storage Bin Facilities permitted in Clark County:

• Mt. Charleston
• Searchlight
• Sandy Valley

Recycling Centers
A Recycling Center is defined as “a facility designed and operated to receive, store, or process recyclable material which has been separated at the source…”

Transfer Stations
A Transfer Station is defined as “a solid waste processing site where solid waste is transferred from one vehicle to another vehicle or storage device for temporary storage until transferred to a disposal site. Some processing may be included therein.”

There are five Transfer Stations currently permitted in the County:

• City of Las Vegas East Transfer Station

Waste Tire Management Facilities
A business that accepts waste tires for processing, recycling or use as a fuel is required to have a solid waste management permit issued by the Solid Waste Management Authority. Currently waste tire management facilities are permitted as recycling centers.

There are no waste tire management facilities permitted in the County.

Waste Asbestos Transport Permits
Per the regulations for the disposal of asbestos (NAC 444.972), the Solid Waste and Compliance section issues Waste Asbestos Transport permits upon receipt of an application.
