- Any person who desires to construct a public bathing or swimming facility or public spa in Clark County or to add to an existing public bathing or swimming facility or public spa or to alter its equipment or structure must apply in writing to the Southern Nevada Health District on forms furnished by the Southern Nevada Health District, giving the name of the bathing place or spa and its location together with such other information and fees as may be required.
- The application must be accompanied by plans and specifications with supporting data prepared by a professional engineer who is registered in Nevada, an architect who is registered in Nevada or a licensed contractor who holds a classification A license with an A-10 subclassification issued by the Nevada State Contractors Board.
The registered professional engineer or registered architect shall include his seal and signature on any plans, applications, and specifications submitted to the Southern Nevada Health District. The licensed contractor shall include his signature on any plans, applications, and specifications submitted to the Southern Nevada Health District.
- The plans must be drawn to scale, contain a north arrow and be accompanied by proper specifications so as to permit a comprehensive engineering review. The plans must include:
- A plot plan;
- Plan and section views with all necessary dimensions of the facility;
- A piping diagram showing all plumbing and appurtenances including treatment facilities, as well as pertinent elevation data, to permit a hydraulic analysis of the system;
- Details on all treatment equipment including catalog identification;
- An electrical diagram showing the method of grounding and other pertinent details which must show lighting and other electrical systems;
- Detailed plans of the bathhouse, dressing rooms, showers and toilet facilities when required;
- Detailed plans of equipment rooms, barriers, fences, gates and doors entering the pool/spa area, decks and deck obstructions, water features, bridges and all other pertinent structures and facilities.
- The review of the plans by the Southern Nevada Health District will not include a review of the structural design or structural stability of any section or part of the facility. Certification of structural adequacy is the responsibility of the architect or a qualified professional engineer who is licensed by the State Board of Professional Engineers and Land Surveyors.
- Total dynamic head calculations must be completed and submitted to the Southern Nevada Health District on forms provided by the Southern Nevada Health District and must bear an acceptable seal and/or signature as required in item 2 above.
- Leaflets, catalogs or other descriptive material must be furnished when required. This material will be returned to the applicant upon request after the review of the plans has been completed.
- The plans, applications and total dynamic head calculations must be complete.
- Four copies of the plans, one copy of the specifications, four copies of the construction application, one copy of the application supplement and two copies of the total dynamic head calculations must be submitted unless otherwise required.
- The submitted plans, applications and total dynamic head calculations must be approved in writing before any construction is undertaken.
- Public bathing and swimming facilities and public spas must be built in accordance with the plans as approved unless prior approval of any change is obtained in writing from the Southern Nevada Health District.
- The owner, or his agent, shall notify the Southern Nevada Health District at specific predetermined stages of construction and at the time of completion of construction to permit inspection of the public bathing or swimming facility or public spa and related equipment during and after construction.
This normally includes, but is not limited to, the following inspections:
- Pre-concrete inspection of the excavation and forms;
- Plumbing inspection prior to covering;
- Pre-plaster inspection of the deck and barrier;
- Final inspection. Application for an operating (health) permit must be made by the owner or his agent and all applicable fees paid prior to the final inspection.
- No public bathing facility or public swimming facility or public spa may be placed in operation until such inspections show compliance with all applicable requirements of the Nevada Administrative Code (NAC) Chapter 444.
