Replacement Facility Committee Meeting

I. Call to Order
Tim Jones, vice-chairman of the committee called the meeting to order at 9:08 am per Linda Strickland, chairman of the committee’s request since she participated in the meeting telephonically.
Scott Weiss confirmed the meeting has been noticed in accordance with Nevada Open Meeting Law and a quorum was present.

II. Discussion - Action
- Approval of the August 25, 2010 Replacement Facility Committee meeting minutes.
A motion was made by Tim Jones to approve the August 25, 2010 minutes and seconded by Linda Strickland and unanimously approved.
- Discussed and reviewed status and opportunity for a replacement facility for the Ravenholt (main) campus including the 651 Shadow Lane annex.
This meeting was called because two months ago Jerry Boyd, Facilities manager, noticed significant changes in the Ravenholt (main) building specially the HR annex building. PGAL, an architectural firm and Walter Moore, a structural engineering firm were hired to analyze and evaluate the repairs needed for the annex building.
Their study identified and recommended repairs in the amount of $219,413 that must be done right away. The building and maintenance repairs that have to be done immediately are the following: secure mechanical equipment and electrical service and cabinets, replace ceiling in restrooms, repair plumbing in public restrooms and Office of Public Health Preparedness (OPHP) restroom. Currently three out of five bathrooms in the annex building have been shut down because the waste lines collapsed. These immediate short term repairs do not need staff relocation.
Long term repairs and upgrades recommended by PGAL and Walter Moore are:
- Tuck point and paint building
- Repair/replace deteriorated masonry
- Repair/replace wood roof structure
- Anchor roof joists to structure
- Asbestos abatement
- Drainage improvement
- Repair ductwork/equipment
- New roof
- Fire suppression system
- Electrical upgrade
These long term repairs and maintenance will require relocation of staff off-site. In addition, the study revealed that the needed repairs will only extend the life of the annex building for three to seven years. Below is a summary of estimated repair costs:

Everyone in the committee agreed that if money is spent to fix an old building, we still have an old concrete building built on porous soil, sitting on water with its foundation continuously shifting. This environment puts the health of the employees and our customers at great risk.
Jeff Gerber, the architect from PGAL, made a comment that the required repairs will not increase the life of the facilities and it is very likely that cost of maintenance will continue to increase.
The recommendation of option # 2, the purchase of the Century Link building located at 330 S. Valley View Blvd. was brought to the discussion. According to Scott Weiss, the building is still available for $19.5 million. However, we need to address the issue of SNHD owning real property. We do not have a lot of options because our budget is limited and there are not many buildings available with that size and favorable location.
The committee then made a motion to start the immediate repairs for $219,413.00. Additionally, if the health district does not get reasonable assurance from the Board of Health to move or purchase a building, based on the time frame and engineering assessments, the health district will need to start a plan for the additional repairs and upgrades for $6,500,289.
Tim Jones opened the table for public comment, however, there was none.
