At-Large Member Selection Committee Meeting

Vice Chair Giunchigliani, at the request of Chair Kirk who participated telephonically, called the meeting of the At-Large Member Selection Committee to order at 4:15 p.m. She noted that the meeting had been properly noticed in accordance with Nevada’s Open Meeting Law. The Affidavits are incorporated into these Official Minutes.

II. Discussion - Action

  1. Review and Consider Applications for At-Large Members of the Southern Nevada District Board of Health for Two-Year Term Beginning 2008; Make Recommendations to Elected District Board of Health Members on June 26, 2008 for the Following At-Large Member Positions:
  1. Two representatives who are physicians licensed to practice medicine in this State, one of whom is selected on the basis of his education, training, experience or demonstrated abilities in the provision of health care services to members of minority groups and other medically underserved populations;
  2. One representative who is a nurse licensed to practice nursing in this State;
  3. One representative who has a background or expertise in environmental health or environmental health services; and
  4. One representative of a business or from an industry that is subject to regulation by the health district

Chair Kirk recognized that all current at-large members have expressed interest in continuing on the Board and did submit applications. It was his recommendation to retain all current at-large members in their current positions. Member Hardy expressed his discomfort in participating in the motion as he is candidate for one of the positions and wished to abstain. Member Vigilante was asked to vote on the motion.

A motion was made by Chair Kirk to recommend the following individuals to serve as At-Large Members of the Southern Nevada District Board of Health for a Two-Year Term Beginning 2008: Physician Members – Jim Christensen and Joe Hardy; Environmental Specialist – Susan Crowley; Registered Nurse – Mary Jo Mattocks; and Regulated Business/Industry – Tim Jones; seconded by Vice Chair Giunchigliani and was approved with Member Hardy abstaining.

Vice Chair suggested that the at-large membership be changed periodically to give others the opportunity to serve and asked how long the current alternates have served in their respective positions. Member Hardy clarified that the current alternates were seated in 2006 as a result of change in statute. Chair Kirk recommended John Onyema continue as a physician alternate. Member Hardy commented that there are qualifications set forth by statute and these criteria must be met for the second physician alternate. Member Hardy suggested either retaining the current physician alternate members or postponing selection until experience could be further verified. Member Hardy recommended retaining Frank Nemec as the alternate for Member Christensen, and retain John Onyema as his alternate. Vice Chair Giunchigliani first recommended Bob Forbuss, but due to a recommendation to maintain the current members she then recommended Jimmy Vigilante as an alternate for the regulated business/industry position. Vice Chair Giunchigliani recommended Barbara Ruscingno for an alternate for the registered nurse position due to her vast nursing experience in critical care, OB/GYN, P-ICU, interventional radiology and trauma. Chair Kirk recommended retaining Lon Empey as the alternate for the environmental specialist position.

A motion was made by Vice Chair Giunchigliani to recommend the following individuals to serve as alternate At-Large Members of the Southern Nevada District Board of Health for a Two-Year Term Beginning 2008: Physician Members – Frank Nemec and John Onyema; Environmental Specialist – Lon Empey; Registered Nurse – Barbara Ruscingno; and Regulated Business/Industry – Jimmy Vigilante; seconded by Member Hardy and was carried unanimously.

III. Public Comment

Public comment is a period devoted to comments by the general public about matters relevant to the Board's jurisdiction. Items raised under this portion of the Agenda cannot be acted upon by the Board of Health until the notice provisions of Nevada's Open Meeting Law have been complied with. Therefore, no vote may be taken on a matter not listed on the posted agenda and any action on such items will have to be considered at a subsequent meeting.

Vice Chair Giunchigliani invited any individuals wishing to address the Board on matters under their jurisdiction to come forward. Seeing none, Vice Chair Giunchigliani closed this portion of the agenda.

IV. Adjournment

There being no further business to come before the Committee, Vice Chair Giunchigliani adjourned the meeting at 4:26pm.
